CDSSG06040 - Step-By-Step Guide, Step 1 - CDS Declaration Category and Data Set: Customs Procedure, treatment or Use
Once you have identified which Declaration Categories are available to choose from for the:
- Type of Movement (see section CDSSG06020) and
- Type of Declaration (see section CDSSG06030) being used
you then need to select the appropriate Declaration Category from that list according to:
- The intended usage of the goods (this section) or
- Their Country of Dispatch/ Destination (see section CDSSG06050).
The Intended Usage of the goods can affect which Declaration Category is to be used for a particular type of declaration.
The Index Lists within Appendices 21, 22, 23 (imports), 23 (exports) and 24 provide a description of each Declaration Category and what it can be used for.
You must use these Index Lists to identify which Declaration Category applies for the type of declaration being made (see section CDSSG06030) and the intended usage of the goods.
For example:
- A Standard or Supplementary Declaration to enter the goods to Inward Processing would use an H4 Declaration Category.
- A Simplified Declaration (Regular Use) to enter the goods to Inward Processing would use an I1 C&F Declaration Category.
If the wrong Declaration Category is selected, then the declaration may fail as the intended usage of the goods may not be permitted with that Declaration Category. For example:
- The importer wishes to release the goods using EIDR.
- Declaration Category C21i EIDR NOP has been selected
- The intention is to enter the goods to an excise warehouse.
The table below shows that Entry to an Excise Warehouse (Requested Procedure 07) is not permitted on a C21i EIDR NOP.

You can ensure that the Declaration Category you have selected permits the intended usage of the goods by checking the table contained within the Appendix 1 Index list for your Type of Movement. Summary:
You must ensure that the Declaration Category you have selected is appropriate for the intended usage (customs procedure) to which the goods will be declared using the tables in Appendix 1 for the type of movement being made. Please see section CDSSG09000 for more details.
Failure to ensure they are compatible will result in the declaration being rejected by CDS.
