EXPP5210 - Customs Handling of Import and Export Freight (CHIEF) export declarations: non availability of computer systems - fallback
Note: This manual is under review following Brexit and is likely to be withdrawn. If there is anything within this manual you use regularly, please email hmrcmanualsteam@hmrc.gov.uk to let us know. Please check the other guidance available on GOV.UK from HMRC.
The possible failure of an electronic route into CHIEF for NES can cause problems.
Breaks in connectivity to CHIEF routes occur but only usually for a short period of time and a decision is necessary to revert to manual paper declarations, these procedures adopted are known as ‘fallback’.
Any planned changes in the CHIEF service will be notified in advance of any downtime via the CHIEF Noticeboard and our web pages.
In cases of where other routes are likely to be affected eg CSP downtime, we will need to know in advance of any changes to these systems.
Details should include:
- how much anticipated downtime there will be
- when the system will be fully restored, and
- what recovery measures will be undertaken should the planned changes fail or be delayed.
