This Policy Framework sets out the requirements for senior managers in prison establishments and probation teams as to how intelligence should be managed within HM Prison and Probation Service (HMPPS). It provides a single set of standards for when intelligence can, and should, be used in order to enable operational decision making in order to meet HMPPS objectives. These objectives include supporting the provision of safe and decent prisons, promoting rehabilitation, preventing and detecting crime, and protecting victims.

The framework mandates the use of accredited systems for the recording of intelligence, which meet all appropriate standards for data protection. It also provides a set of guidelines for how intelligence should be shared, in what format, and with whom, in order to enable decisions to be made about individuals under the supervision of HMPPS either in the community or in custody.
