ECSH45799 - Fit and proper and approvals: Contents: Operational guidance: Confirming the identity of a beneficial owner, officer or manager: ID not provided

If a beneficial owner, officer, or manager (BOOM) does not provide an ID document within 21 days of a request being issued, the case should be passed to a decision maker (DM). The decision maker should consider the factors below and decide if a further attempt to contact the BOOM is appropriate:

  • Has the BOOM stated that they do not have photo ID?
  • Has the BOOM responded to any other request for information or documents?
  • How much time has passed since the request was issued to the BOOM?
  • Have the individual or other BOOMs on the application form been in contact with HMRC since the application was submitted?

If the decision maker is satisfied that a response from the BOOM is not forthcoming, the following action should be taken:

  • Approvals sector- new application
